Like cause of broken wipers?

Hi all,

blew a fuse in the wipers yesterday, iced to my screen (I NEVER use wipers wipers to clear ice) but I must have knocked the stalk and sure enough they stopped working and a bad smell happened.

Anyway, the only spare fuse I had was a 10 amp even though I removed a 15. This worked... Too well. Now they are constantly on, no intermittant, no stop and no fast, just on at a constant speed. Look for ideas anyone?

Car is a MK3 VW Golf GTi 16v 1996

Could it be a relay ?

Something may have fused together inside the wipermotor now if they won't stop.
