Disabled car parking in 'no parking' area on my road...

I don't normally post here, but I'm looking for some opinions on a small matter that's bothering me a bit lately. I'll try to be as quick as possible;
I live down a small private road with my partner, parking isn't great. There is 'visitor' parking near the start of the road, it then turns to gravel with the first residents parking, which serves 3 of the 6 houses and half of the 10 appartments. Then the road continues into another parking area, infront of the flats for the remainder of the houses and flats.
There is a 'no parking' sign next to the flats but occasionally, someone would park there and it actually affects me and my partner the most as the 'no parking' area is directly behind/infront of us depending how we have parked. It makes what normally is a 2-3 point manoeuvre into a 4-5 point one.
Not the end of the world I know, but just a bit annoying as we are in one of the houses and are there for paying more for the right to have 2 allocated spaces - it's the people in the flats who park there or their visitors - but as said only used to happen once or twice a month!
Two months ago, someone new moved into one of the flats. They have one allocated space and this is next to the block of flats in the second residents parking. Twice a week, she has visitors that I am assuming is her father, mother and brother. The father is 'disabled' as he has a blue-badge in his car. They consistently park next to the 'no parking' sign and as said, it is a minor inconvenience for us - plus the fact he does have difficulty walking I didn't feel that offended.
Though, I do think that the lady who lives in the flat, if she knows her parents are coming to visit and they need to park closer to the flat - she should move her car to the visitor parking. This is what I do when my friends/family visit me - even if they're not disabled or have children etc!
What did eventually annoy me though, was this week when someone had already parked in the 'no parking' area. The same family came down in their blue bmw and parked ALONGSIDE the other parked car! Me and my partner could not actually have got out of our spaces...thankfully we didn't have to leave but both cars were there for over 2 hours.
I'm annoyed at myself, for feeling agitated by this. It's private land and so I have no idea where I stand with regards to what is 'legal' and what isn't plus I really feel like I can't complain to the disabled family.
I'm going to hell, because I actually thought to myself - he can walk! Infact, he can walk along the path, without a walking stick or assistance and then up 3 flights of staires! If he had no legs, or was in a wheel chair I'd offer my parking space up for him on the evenings he comes to visit with his family and until he double-parked on the 'no-parking' area I didn't really have a problem...but the arrogance to just park your car there and block the entire carpark apart from 2-3 cars is just mind boggling.
Do you think I am wrong to feel this way? Do you agree? Should I say/do something? If so what?

I would have a polite and friendly word. I have a similar situation where i live in a complex with a right of way through one parking area into mine and on occasion people have parked at the access in such a way as to make it very difficult to get through the gap.
One chap i asked him very politely not to park where he had parked if he visited again and he like your average chav said "oh are you the parking police " and then as he drove off shouted out his window "sad little prick" at me.
However he hasnt parked there since so a win i think on my part.
