Requirements vary by state. Florida has different classifications depending on age such as "Horseless Carriage", "Antique", "Collectible" etc. They are allowed different distinctive number plates if the owner applies for it and the car qualifies. The plates can be permanently assigned to the car (bit like over here) whereas normal plates are usually removed when a car is sold and then assigned to your next car.
