DVLA, Driving Licences, and Category D1
Discussion
I currently hold a driving licence (issued in December 1986) which includes an entitlement for Category D1 (minibuses, with Code 101- not for hire or reward).
I work part-time for an organisation which has, as a peripheral function, the need to tranport its staff from place to place - work I have undertaken for many year in accordance with Category D1.
The entitlement is, according to my licence, due to expire in 2029.
I have now received a letter from DVLA saying that my entitlement has expired and should never have been on my licence when it was re-issued (following a change of address) eight years ago.
This has some potential impact - 1) I may have been driving without entitlement for some time, and 2) I can no longer undertake some of the tasks required by my part-time employment.
My question to PH is - has anyone else recently experienced this sudden removal of entitlement and, if so, how did you deal with it?

You're not the only one it seems but doesn't look like most people get much joy out of the DVLA:

Hi,
Unless your licence was revoked & then reissued - usually when issuing a short term licence on medical grounds you should retain your C1/D1 entitlement. The simple act of changing an address should not cause this entitlement to be lost.
If you get the run around from the call centre you need to ask to speak to a more senior person to explain the situation. The whole C1/D1 area can be a bit complex for them to understand.
Hope this helps

Well - today I received a nice thick envelope from the DVLA - the answer to my written question regarding this matter?
Nope.
An application form for lorries and buses, a medical form, and an information booklet.
So, not only have they not answered my question, the have sent me an application form which seems completely irrelevant (as I already hold a C+E licence, and had a medical 18 months ago, so not due one for 3.5 years)...
I await the next revelation from the Swanswa pixies with baited breath...

Well, I have now had an answer of sorts from DVLA.
The response is somewhat disjointed and seems to contradict itself in places but it appears to be:
1 - I have only ever had a provisional D1 entitlement.
2 - This provisional entitlement expired in 2004, when I failed to renew it (at the same time as I renewed my C+E licence).
3 - A change in legislation means that drivers cannot have a D1 entitlement without taking a test.
4 - In order to regain my provision D1 entitlement, I need to complete a licence application form (the one for Lorries and Buses) and a D4 medical form D4.
5 - As I passed my test before a threshold date (1989), I have an "implied entitlement" to drive minibuses, not for hire or reward.
6 - Because my provisional entitlement expired 8 years ago, I must return my licence because it states that I have entitlement to drive minibuses, not for hire or reward.
So, at the end of the day, if I want to continue driving minibuses, not for hire or reward, I can because I have an implied entitlement. In spite of this, I have to return my licence so they can remove the bit that says I have the entitlement to drive minibuses not for hire or reward.
If I want to have a provisional intitlement (why would I, if I already have an implied entitlement), I have to submit the same forms I submitted when I renewed my C+E licence 18 months ago.
It seems a somewhat overly bureaucratic solution to a problem that doesn't really seem to exist...
