A34 Southbound- Road Closure in Berkshire today

An accident occurred at 02:30 GMT on the southbound A34 between the turnings for West Ilsley and East Ilsley. It caused a large fuel spillage and the road was closed southbound between the A4185 Chilton Interchange and the M4 junction 13 at Chieveley.
The closure was in place for six hours but both lanes have now reopened.
Can anyone explain to me the logic of closing a major trunk road WITHOUT coning off the slip roads leading to it. Especially for the morning commuting period. And- when there are so few exits to avoid the resultant jam.
Luckily I saw traffic at a standstill before joining and was able to detour round the problem. 22 mile commute became 32 miles but one of my colleagues was stuck for 3 hours.
