Churchill insurance and 'modifications'

Just want to get some views here as I'm aware you can get many different answers depending on the knowledge of the operator on the other end of the phone.
I have a second set of alloys for the winter (same manufacturer), ones that I'm led to believe were an optional extra from the factory on my car. I was told that they can't insure anyone under 25 on a car with modifications and that these would be a modification should they be on the car.
Is he talking out his arse?

We'd note manufacturer alloys but doesn't affect the premium.

Yeah, with admiral selecting the modification 'Alloys- optional extra' doesn't change the premium.We'd note manufacturer alloys but doesn't affect the premium.
The line the call centre people are told to parrot is that any departure from the specification the car left the factory in is a modification. If it's OE alloys that are the same size as the ones currently on the car there really shouldn't be a problem, but it's always best to tell them regardless. If the person you speak to on the phone doesn't like it, ask for their boss.

Her - "Will it increase the bhp of your car by more than 15bhp?"
Me - "No, it's going to have the same diameter pipework as the one already on there"
"Does that affect it?"
"Increasing pipe diameter will allow for more power yes, but really only after you've remapped the car to take advantage of the increased gas flow, the one I'm getting is for the look and noise only, purely aesthetic."
"Oh ok, well I don't really know anything about cars anyway so I'll take your word for it!"
Good to know I won't be paying anything to fit my new exhaust, worrying how little a major insurer teaches their staff about modifications. No wonder they want to know when you change the floor mats, they'll be wanting to know when you alter the tyre pressures next!
