When should a chap change his discs?
My rears have been an advisory for a couple of years because of scoring, but were ok'd by the garage. I've just had a look at the fronts and noticed that they've worn by about 1mm on both surfaces, leaving a thin rusty lip. These are vented discs on a 2000 Nissan Primera.
Is that level of wear normal, or are they at the end of their useful life. They look like they've been on a fair while, but I don't know about these things, so could do with some vague input.

A 1mm lip is nothing to be honest,although it does depend on how chunky your discs are in the first place.I changed the discs on my M3 last year and i would say the lip was at least half the thickness of the disc and they were still fine as far as stopping and passed the MOT no problems.
As said best to get them measured and go off what the manufacturer recommemnds if you are worried.

As correctly stated the manufacturers will have a 'minimum thickness' for safety that many garages will have there micrometers out checking for before telling you 'its dangerous' etc to sell you some discs. whether you take that advice is up to you but discs will 'lip'; that is wear centrally to leave an unworn and thicker area at the edge, as they are used.
The mot will check for brake function rather than checking for tolerances unless the disc is obviously unsafe. but you will get an advise for scoring, pitting, lipping etc.
A lip isn't inherently unsafe but obviously this depends on disc thickness, vented/drilled and similar. As above the majors will have a 'tolerable wear limit' that can be measured on a micrometer. Whether you take that advice of course is up to you....
