Sanding Down A Car Bumper For Paint

From past experience, I dont want to do it by hand, what tool/grade paper would be best suited for this job?

scotchbrite pad will do, takes about 15 mins by hand, why buy a machine to save 15 mins ?

It is the wrong color, (which I don' think matters) and it has some fairly deep scuffs aswell
