Doesn't look possible - as far as I can see from the DVLA site the implication is that if you reshell a car, the VIN of the donor shell is retained.

That would be cloning. The VIN number stays on a car for life.

How about if the other shell is identical? Is that cloning?

How about if a shell is so rotten that upon repair it ends up having 99% of another shell, ie- apart from the square of the VIN.
Only to a new shell.
