Brighton parking confusion

I am getting myself somewhat stressed about this. I am there for a week soon.
If anyone lives there perhaps you could help me.
The Council web site says Kingsway (the Lawns area) is now £20 for the 11 hour charging. Is this correct?
Norton street car park seems to be £5 for the 12 hours. The council site states opening hours of 8am - 8pm suggesting its closed outside those hours. Is it?
There are some £5 on street parking on say Grand Avenue, but this has a sign like:
P 9am - 8pm
Resident Permit
or
Pay and Display
Max stay 11 hours
Does this mean it cant be used for overnight unless a resident?

Oh dear! Brighton parking.
1. Brighton hasn't been car friendly for some years, whatever the colour of the administration (and they've had all the colours).
2. The current administration is the Greenies (prop. Caroline Lucas MP, ex-MEP) though not with an absolute majority.
3. Parking wardens operate 24/7/364 (I think they are locked in on Christmas Day).
3. They've just hiked all the parking charges by a considerable amount so, yes, £20 is quite likely the going rate. (Interestingly the schedule of revised charges in the local paper didn't show the old charges as it usually does, just the new ones). They also cut out some of the shorter period options so you have to pay for far more time than you may need.
4. Don't know about Norton Road personally but quite likely that it does close overnight.
5. Yes, if you can find a space (most places empty at night, Brighton residents all come back from working at Gatwick etc to roost so even they have a problem in some areas), you can park free after 8pm. You should find that if you pay beyond 8pm on a meter (solar powered of course) it will give you the balance of your paid-for time the following morning so you don't need to rush the next day. Bus services are good, but they are due a price hike too. Online is cheaper than on bus apparently.

If you're going down for an evening stick the car on a "2 hour" meter bay in the town centre after 4pm and you're laughing.
If you're down there daytime you have 2 choices. Either,
1. Regency Square underground car park, right by the seafront between Brighton and Hove but not far from the action, or
2. Carlton Hill outdoor Pay & Display, just to the East of the Old Steine area.
Both of these top out at about £12 for a full 24 hrs as opposed to the ridiculous £25 nonsense you will find elsewhere. Google and ye shall find!

ds.Norton Road in Hove is still comparatively reasonably priced for long stay. The council run it, rather than NCP. It's fairly out of the way for the city centre, seems under-used (virtually empty at night) but vehicle thefts/damage are rare. It's free overnight and open 24/7.

Why does the Council say opening times I wonder????
It's a pay and display, no barriers - 'opening times' is definitely a bit misleading. As for free on street parking for a few days, look at the roads east of Shirley Drive. It's a nice area with big houses and plenty of unrestricted parking. It's a 10-15 minute walk north of Norton Road.
