My proposal:

Every single penny currently spent on speed enforcement should be spent on public art instead.

That's a bit Utilitarian; neither speed enforcement nor public art have any real practical value.

Forget art just give use road without potholes!

Make the gas board, electric and every other Tom, Dick and Harry who keep digging them up resurface them properly after they finish!

Public art - A scruffy student welds 4 sets of burnt out mattress springs together, calls in "Obfuscation", and charges the council £8k...

That's more of a crime in my book!

Public art. In reality I'd prefer them to spend the money on other policing.

Different issue.

Both speed enforcement and public art are examples of willy waving without utility...

How about we combine art with speed enforcement and put a speed limit sign on the back of all speed cameras?

Then we'll all have a Pavlovian check-speed reaction to all speed limit signs instead of yellow boxes.

Plus then there would be no excuse for not knowing what the limit was at speed camera site.

Everybody wins, except the people who think drivers should be responsible for setting their own maximum speed, who have clearly forgotten that people are idiots.

Think about how stupid the average person is. HALF the population are stupider than that.
