"maximum no claims" con or not?

I feel somehow conned. Filled in the usual boring rubbish on car insurance websites a few weeks ago. Got my car insured. Just had to confirm 'proof of no claims'. Now here's the rub.
I have 13 years no claims. That is 13 periods of 12 months insurance on vehicles since making my last claim. Trouble is most companies have a maximum 'no claims' of 9 years. Now I understand a maximum "discount" of say 75%, but how can they cap the number of years. Surely that is just lying!
I was with LVE for 12 months, started with 12 years NCB from previous insurers, now noticed the renewal says I had "78.8% discount, with 9 years (maximum) no claims".
New insurers are Octagon Insurance, Guernsey based and currently vying for the title of rudest customer services personnel in the industry. Honestly, the girl I spoke to on the phone today treated me with utter distain. She can't tell me if the change with have an effect on my quote. She can't confirm that she's received my policy. "You will have to call back..... SIR.." spoken through gritted teeth. This despite me sending it to them via their own web form and by email, and spending half the morning on hold. The first person I spoke to said they'd call back and nobody did, so I had to call back.
They are now saying they might cancel my policy, charge me £50 and not refund a pro rata amount of my insurance for the period used "because it doesn't work like that". They can't tell me how much this has ended up costing me, until they've received the proof of no claims. Which I will have to call back again to find out. When? They can't tell me that, don't be silly.
Oh and just to cap it all, Octagon's maximum is 9 years also.
LVE says they are happy to confirm to Octagon that I started with the maximum, didn't make any claims in the year, and ended with the maximum. They can't mention any other number than 9 years though, "no sir". Like its some religious cult where you get whipped for putting two numbers in front of the words "no claims".
I have two policies, one with 9 years. That is really 9, not 11 masquerading as 9. And one with 13, which it seems is now 9 too.
Anyone else feel like they have stayed claim free for little reward? I'm 41, haven't has an accident or claim for 15 years (had a couple of years off from the policy though hence only 13 years), and I'm still paying £500 to insure an Alfa 159 1.9 diesel fully comp.

They obviously feel that someone having had an accident ten years ago makes no significant difference to their likelihood of having an accident, which I can believe.
Personally, I wouldn't even take out insurance with a different company without asking my current insurer how much no-claims bonus I have. Mostly for this very reason.

Yes it's all over the shop. 60%, 75%, 5+(max), 9(max), I am sure that not accumulating the true number of years is just an increasingly common industry way to fleece people and discourage moving around. The only answer is to keep all renewals since the year dot, but they insist on having the originals and refuse to return them!
