Kensington & Chelsea parking bay suspension

This Saturday I'm picking up a sofa off eBay, and the sellers live in Chelsea in an area surrounded by "Residents Only" permit parking.
The sellers are also moving that day, and have had two parking bays "suspended" for their move.
Does the suspension mean I can also park my (rented) van in the suspended bays - and do I need to let them know the reg of the van first ? K&C weren't sure on the phone.
