Gatsos on the M25 and variable limits

So do the Variable limit gatsos operate when the 70 limit is in place? I thought no but the 2 flashes that welcomed me this evening suggest otherwise.....Has anyone had a ticket for breraking a 70 limit on the M25 variable limit stretch between M40 and M3?

Was flashed a month ago between 80 and 85 mph with no signs on. Nothing came through the post.....

I hope not as I go through quite often and treat them as 'off' if showing no speed limit (or national limit sign).

Were you speeding There is no danger if no variable in place & you're travelling at a reasonable pace however some peeps admit to having been flashed significantly above the 70 limit ie 90+mph.
