Where is the decency these days….

Today was a strange day and just when I was just thinking that the excitement had ended, it got worse.
I was at the home talking on the phone when I hear this vehicle that turned out to be a builders van parked in a bay outside the house. Battered it was and it did definitely see better days. In front of the van there was the neighbours Ferrari 430 (black) convertible.
The van sounded rough which prompted me to look out the window. To my horror, I see this van been driven in to the neighbours car and not just a tap but a push and then eventually an almighty crack. I kind of express horror out of the window when the drivers mates stand around laughing, they saw me from my window above and left their mate and they ran. No offence but they were not English.
The driver then decided to try and drive back and drive away when he realised that I had already noted his details. He stopped and started to apologize profusely. I called the police and they came, as it stood, the van was examined and towed away. I am guessing that it had some kind of technical fault making it unroadworthy.
Where do some people get off on damaging other peoples property and then just run. Open to opinion but id like to think that I did the right thing.
