It's easy - put the can in the bottom garage, fill it with ping pong balls, then close the garage door, fill it with water and the car will float up to the top

Far more likely it's not actually used as a garage, and more of a means of storing other equipment or goods. You have several self contained units there a forklift can easily get at.
