Transferring a private registration??

Looking to ask the more experienced PH folk the process, as I have never bought one before and check I have it correct in my head.
I am buying a registration privately.....ie not through a company.
Am I correct in thinking
- fill in V317 form including details of car currently on, signed by owner.
- fill in V317 form including details of car going on to, signed by owner.
- fill in V317 form adding myself as the new grantee
- send the V317 above, registration certificates and MOT certificates of both cars to DVLA office
I have taken the above from the DVLA website however, what is the process if the registration is already on retention instead of on a car??

If it's already on retention you need to have your name added to the certificate. Cost of this is £25.
Once that's done you put the registration number of the receiving vehicle in the relevant box and take it, along with V5c, MOT if applicable and tax disc details (serial number and expiry) to your local DVLA office.
Leave a short/very long time* later with new tax disc and letter of authorisation to get a new set of plates made.
