Great aren't they, especially when you get a pair that's one size too small.

Anyway, I understand that all speedo's over-read, and I was under the impression that this is a regulation. Is this correct and does it apply to all cars all over the world?

Yes, by law in the UK they must not under-read. With regards to the rest of the world, that's a lotta countries. They do not have to be calibrated in MPH or KMH either, Mach numbers will suffice, so long as it is calibrated to something which the driver can use to judge against the local speed limits.
