Advice regarding hpi check outcome please...

Ive been asked to look into a car for someone and the HPI has come back with a VRM finance outstanding that was applied to the vehicle. As far as i can work out it was a plate put on the car a few years ago then taken off again shortly after. The car for sale has its original vrm on it again now.
Also, the service book looks a little suspect, not least the last service stamp at 89k at the end of january. Six months on and it's only done 1200 miles. Not impossible, but unlikely.
I dont know what it is, but something about the car and/or the circumstances doesnt feel right. It's hardly been used since purchase and the whole thing has a strangeness to it. The owner is legitimately involved in a non trade related business and has a supposedly genuine reason for sale, but something doesnt add up.
