If I was you you I would go down to a scrapyard and remove the sound proofing from a 300TD Mercedes or something similar as they are quite thick.
It would be much bigger than your bonnet so cut it too size and maybe use the remainder on the bulkhead.
They clean up well with a jet wash.

I'd have thought the issue was two fold though, as in, not just the engine bay, but the car interior. Plug any and all holes in the bulkhead and line it on the inside, along with the foot wells and floor.
You could also try a rubber seal around the bonnet opening, I believe Jag do this to reduce outside engine noise.

Remember you also need the material to be non-combustible if you're fitting it in a warm engine bay.
I used a load of something similar to this:
