If a Ford KA can get to ~100mph with 60bhp, then a McLaren F1 would need to be about 150bhp to have a higher relative top speed?
This will be won by something with very low power and a nice aero shape.

The 1.2 Diesel Audi A2 does fairly well as modern cars go - 54bhp and 104mph = 1.93mph/bhp.

Yep! Got 105 mph (off the clock) out of my parents old 2wd one once (45 bhp), 105/45 = 2.33 mph/bhp 128MPH from 115bhp in a Calibra is my nomination.
