I'm guessing they are storing them. Looks like all the weird tents in the background are cars too.

Wonder if the bricks are to protect them from sand damage...

Ok, I just did some research on this (guys on our local car forum), and it appears to be something like Art, or what they call "Car Stoning." The idea is to make it look like its been there for a while, thereby getting better appreciation from your fellow "Car Stoners" and/or passers by.

These guys really need to get out more!
