Another petition?
How many are we up to now and has any of them made a jot of difference? (I know this sounds horribly apathetic but fuel prices will only ever go one way).
When oil prices go up it's down to increased demand for a scarce resource or it's the Chinese again. When oil prices drop it's down to currency fluctuations. Either way we will only ever pay more.

The only way fuel prices will drop is if the majority stop driving. Then the losses are burdened to another consumable, maybe food, or clothes. Something that you enjoy but they decide is bad for you, could be Indian curries.
There's a great curry house near us which does buffet for six quid. It's splendid with a nice cold Kingfisher.

Honestly, the effect of any manipulation of oil prices on the cost of petrol is negligible. A litre of crude oil costs about 35p at market rates, traders would need to be manipulating the value upwards by at least 40% for it to be noticeable and below 20% it will just get lost in the roundings. This is just a handy scapegoat for the government: 70% of the pump price goes straight to them whilst we bicker over fractions of a penny. If we want cheaper fuel we need less tax on it and this petition will do nothing about that, sadly no other one will either.

Tax revenue from fuel is falling as we're all driving more economical cars than we used to, therefore taxes on fuel has to be high and will get higher.
Reduce the tax there and it simply will appear somewhere else that you cant influence.
Therefore think for yourself and reduce your reliance on fossil fuels as soon as you can, rather than wait for some online petition to magically make fuel companies decide not to make billions.

Combine that with increased demand from developing nations and in terms of fuel price, we're screwed.
THEREFORE looking at - and implementing - ways to reduce our usage of fossil fuels on an individual basis is a far better way to get results than filling in yet ANOTHER online petition.
