tracing a cars history abroad (would Hpi still pick it up?)

Seing a car tomorrow. it has spent about 4 years in france, i was wondering if any vehicle check picked up the cars past including anything that might have happened in france?
the chap says its has a replacement wing, only cosmetic damage but i just wanted to check if i did get the car hpi'd - whether it would pick up any issues that it might have been involved with in france/europe?
