Which is just what it seems to be doing

You're told at a young age that you must own up and everything will be ok, and when you've done your punishment the slate will be wiped clean and you're a better person.
but clearly it isnt.

Maybe it's best to use the mantra
a) Don't do it
b) If you do, don't get caught
c) Don't own up

Clearly the people who encouraged him to step down had st lives as youngsters.
