because if they drive at 70, it causes a huge backlog as nobody will overtake, so they tend to drive abit over the limit

this was on traffic cops a while back, thats the only reason i know it, and it may not be policy but its what the chap on the telly said.

No beef, I'm generally an arse, sometimes abusive but you haven't had that.
