What do you think could of caused this?

Hi all,
Would appreciate your help here, I went to look at an EP3 Civic type r today:

Its pretty cheap as you can see, the bodywork is great for its age/miles apart from 2 dents/holes on the front bumper. They are best shown in pic number 2 on the advert (should of taken a better pic myself), both seem exactly the same and in the same position under the headlights, has anyone ever seen this sort of damage before?
Another thing I did notice was the front numberplate was from a bodyshop, though looking under the bonnet there was no signs of accident damage.
Any help would be greatly appreciated!

I know someone who is a bit of a bellend and has a habit of crashing cars, he has a 2002 civic Type-S in silver just like that car, he also has 2 marks almost identical to those on his front bumper too, he ran into the back of a van at low speed and the footstep that sticks out of the back of some vans caused those marks on his.

The owner said they were like that when he bought the car and wasn't sure about them, I did wonder if it was the result of a low speed shunt. What did the owner say caused them?

The only other explanation I could come up with - aftermarket lights but never seen a civic with that sort of mods - i'll google crap mods for these cars and see if anything comes up!
