Rules, Regulations, Laws for organising an event

If you were to organise a car weekend event, for instance book track time and a nearby hotel for a group of people/cars (this may or may not be under the auspices of a club) not sure but it's a general question rather than about something specific.

Does anyone know if there is a point that you become a travel agent (or something like that) and have to be registered or can you do what you like?

There may also be a liability/indemnity issue, but that isn't the point of the question.
