£1k, low emissions, great in snow, ok for long M/way runs

Need a car for regular 250 mile runs. Going to be driving through Yorkshire dales / peak district / London throughout winter so need reliability and good handling in snow and comfort.
Low emissions because may have to pay a parking charge related to this and also don't want big engine as = high tax and insurance.
Around 1k to spend.
I'm thinking of something like a 306 TD with a set of snow tyres.
Any other recommendations? I doubt I'll get a 4x4 that fits the bill so probably just need the best performing (in snow) FWD

Wow! Prob go for more than a grand and emissions high but what a mad car - never even heard of them before. A skyline gtr estate!

Is low emissions really an issue? The cars in budget are all going to be registered before March 1 2001, so you're just going too get the standard car tax rate of £220 for cars with engines bigger than 1549cc.
