Parking car up for 3 weeks...

Correct, very little need for the handbrake when parked tbh.

Then again, I don't park on hills too often.

I park my cars as I would any other time and don't worry about it. Never had a problem over the past few decades.

Same here, I often go away for 3 weeks and I may then not use my car for another 2 or so weeks, I just get in turn the key and rag away.

Your car may have sat on a wind swept compound for 3 weeks or more when it was first built, it might have even been on a boat for 3 weeks if it was built a long way away and was first on and last off.

I've left my car at Heathrow for longer. Doubt your handbrake will seize after three weeks.. three months maybe
