Maybe on Facebook, but just as illegal.
Can just imagine them on FB - Location: "Upside down in a field, with a police constable handing me a ticket for 6 penalty points and a £120 fine"
Only the other day I saw a female in a Corsa - unstrapped child in rear, driver on phone with fag on same hand, no seatbelt with a mug of coffee in other hand. I was sorely tempted to call cops on the premise of child endangerment - but fortunately, she drew into a shopping car park and hit a bollard.............. Nicely damaged front wing, and child bleeding from mouth. Phone covered in coffee (nice new IPhone too!).
Justice! (Except for the poor kid)

I've posted on this very topic previously. In summer I often travel over the M62 to Leeds as my commute on my motorbike. This puts me in a perfect position to be able to see what people are doing - whether in normal riding or filtering.
I have a little "game" which is spotting texters.
It is now the rule, not the exception, for young females to be texting while driving. I would estimate that 80% of them are at it - it's actually quite shocking. And it is almost exclusively females - the number of blokes doing it is very small. My favourite was a lass who was reading a book - not a road atlas or something which you could at least partly understand - but a full-on novel while sat at about 60 on the M621.

My latest tactic for this sort of thing is to pull up alongside them (they never notice because they're glued to the phone) and give a loud blast on the horn. Has interesting results - always best when they jump a foot in the air, drop the phone, go red and put their "what, me?" innocent face on!
