Insurance for 20 year Old

My daughter is 20, 21 in July and she drives an 03 KA.
The car was owned by my ex wifes garage and lent to my daughter so she has no NCD.
She has now bought the car from the garage and wants to insure it on her own insurance. The price is coming in around £1100 have tried my post code as well as her mums and both are around the same. She is at Uni at the moment and splits her time between our house, her mums and uni.
Neither post code is great ours is a small village but near a difficult area and has the same first 3 digits. (ongoing frustration but!)
I have tried with her step mum as a named driver but still £1100 on compare the market
Questions - will it improve when she is working? are their anyways to improve whilst remaimg fully legal, I have had her as a named driver on my TR6 since she passed her test can this help.
I drive a company car, and I have the Tr and a 4X4, my wife has a 2 seater conv I know in the past people would insure in their name and then have their child as a named driver but I suspect this is now now workable?
Are there any specilists that you can suggest?

Try putting both her parents as named drivers (assuming they have a reasonable history), and bump up the excess as much as possible. I got insured for £900 when I was 20 with no NCD in my name.
However, if she's just passed her test and is in a bad area there's not a lot you can do unfortunately.
