In France you have to be 18 to drive a UK car even with a full licence, you may have to be more specific about which bit of Europe, it's a big place!

Thinking of driving the son to Germany for a short half term trip and it occurred that it would be a good opportunity to broaden his driving experience. So it would be France and Germany.

I would say this is correct. To drive as a learner in another country you would need a provisional licence for that country.
