New parking fine regulations

The other half had a parking ticket from her employer outstanding since July. She had paid for a 12 month parking pass so she has disputed the ticket.
It happened to be in my car, which is also covered by her pass.

Received a letter demanding the money from the car parking 'management' company today as the owner of the vehicle according to a DVLA check.

Is this car park management companies using the new regulations retrospectively on older disputed fines?

Anybody else had this experience?

No (it's not retrospective - not that this would make any difference in your circumstances as reported anyway), and it happens to many many people (65% of the approx 1.8million people each year who get a 'private parking ticket' have already paid by this stage or pay now!).

Keep all paperwork together and somewhere safe (not the bin) and do not engage . If properly stamped court papers arrive then post back (you'll just be collecting the paperwork, 'cos the odds of this going anywhere near a court are tiny ).

I am seriously pd off over this. She wrote a cheque for the annual pass, but then they deducted the same amount from her wages as she was forced to agree to allowing wages deductions as a condition of having a car park pass. Despite pointing out she had already paid they still took the money anyway.
So now she has paid TWICE for the pass and still got a ticket.

At this rate it will end up in court, and it will be me taking it there.

There were some changes to the appeals process at the beginning of October (thing called POPLA). However (and I may be wrong), I haven't noticed anything yet that means you have to respond to these things now.

Our letter has come straight from the debt collection agency, even though my fiancee never received the initial parking charge notice. So, we're just going to ignore it.

Had a similar thing with my dad in January this year. Car parking company (Parking Eye) stated he had overrun his ticket time. They wanted £60. This then went to over £100. Ignored everything and they stopped harassing us after the sixth letter.

I do not know of or have heard of any driver who has been brought to task by any private parking company when they binned all correspondence from such a company and never communicated with them in any way

Is she a member of a Union? Regardless, if she paid twice then that needs sorting out with her employer - seriously.

Otherwise - "ignore and keep safe " as regards the "parking ticket" is the advice, as per earlier posts .

ROG's comments about not knowing of anyone in your OH's position being taken to court merely confirms how rare it is ! It's a 0.002726% chance - approximately...

Update, this morning received a cheque as a refund for the overpayment of the parking pass.

So now its getting the car park ticket reversed. Although they will struggle to get at me, they can still get back at her through her agreement for wages deductions.

The situation where she has been forced to agree to potential attachment of wages before she can get a pass is really out of order IMHO, but there is no real alternative to having a parking pass.

This by the way is not a shady employer, as some of you may be thinking, she works as a nurse for the NHS FFS, who have subcontracted the car parking to a management company, but still forced an agreement from the staff to allow wages deductions if this company requests it.

She is in the union, and frankly they are st for allowing this situation to develop.

A number of NHS hospitals now charge the staff to park. They have a pass scheme but the car parks are often let to a management company.

The OH has always paid by cheque rather than monthly from her salary. However recently in order to a) make it easier to deduct money, and b) make it easier to collect fines the hospital has made agreeing to allow salary deductions a condition of obtaining a pass.

As my details have never been submitted as part of the car parking pass scheme I wondered if under the new regulations parking management companies had started to use their new access to the vehicle owners via DVLA records to chase up older parking fines. My question was whilst there is a new obligation to provide drivers details does that apply to fines before October 1st
