At Nissan we introduced a £50 admin fee for each sale. It was to cover maintaining the website and getting registration plates/RFL.It actually broke a few deals as we always forgot to include it!
I think it is unacceptable. Your friend is paying them to check a car they are selling which should be factored in to their overheards.

You pay for it one way or another.If the dealer is going to add it to the price though I would hope they would tell you before you signed to purchase the car.
Don't alot of Car Supermarkets have an admin fee or a pdi fee or whatever?
I think it's an odd practice and don't see why the price of the car can't just incorporate any admin costs, obviously where I sell cars we have admin and put them through the workshop however that is all part of the service that we provide.

A couple of years ago a Car Supermarket in winsford wanted me to pay an'Admin Fee' just to view a car, seems one of their Buyers was using it and they 'would need to get it to Site. I could even pay over the phone using a card! Needless to say, I went elsewhere. Admin Fee on a £30k car, not likely.
