Looks like a home built Locost type car to me, an EFI engine judging by the thing on the bonnet so it could be Sierra running gear underneath.

Probably built to one of these specs but got bored when it came to the bodywork.

Me too, the Haynes one is a little more realistic with a budget of about £2500, but even so that's stretching it a bit. The original £250 one included buying a mk1/2 Escort! Try finding a whole one of those for £250

That book is quite old - 20 years??? It probably was possible when it was first published.
