Kent bans large percentage of vehicles from refuse sites...

From 1st October, my 44 year old Land Rover has been banned from the local refuse site as it is a "commercial vehicle". I cannot apply for a voucher, as our household owns another car. So I'm in the daft position of either using a new 5 series with non-folding rear seats for tip runs or being unable to dispose of larger waste.
Any sign-written vehicle is banned (including a local florist with a standard Focus last week, she had the shop name on the door), along with all pick-ups, vans, vehicles with panelled sides instead of windows, taxis, vehicles that do not have permanent rear passenger seating and anything over 2m in height.
Even a taxi driver taking rubbish for a pensioner is banned,

So what are you saying,a) Multi-car households aren't allowed a permit? Seems unlikely.

b) You've got your permit on the new BMW you don't want to take to the tip? Which sounds a bit daft!

If you are not in a car our local tip asks you to bring two bills to prove you live in the area, then they have a quick look to see if its trade waste (easy to spot really) and then you are in with any vehicle you like, for once they have got something right

a) No. If you have another car in the household, you will NOT receive a permit for your banned vehicle. It's now utterly impossible for sign-written vehicles, pick-ups, vans, vehicles with panelled sides instead of windows, panel back or soft-top Land Rovers, taxis, vehicles that do not have permanent rear passenger seating and anything over 2m in height to use Kent refuse sites unless they are the ONLY vehicle in the household.
b) Yes, I can use my BMW. But I've got refuse that simply won't fit into it (it's too long and the seats won't go down), so I can't dispose of said refuse! Also, for stuff like garden rubbish, it seems daft to own a 109 Land Rover but have to put rubble into a nice clean boot.
This is the letter I've received:
Dear Sir
Thank you for your enquiry. As you are aware, as of October 1st 2012 vans and commercial type vehicles are no longer permitted access to the Household Waste Recycling Centres. This includes all sign-written vehicles, vehicles with panelled sides instead of windows, and vehicles that do not have permanent rear passenger seating. Vehicles over 2 metres in height are also no longer permitted access to the Household Waste Recycling Centres. We appreciate that some residents may have a commercial type vehicle or an over height domestic type vehicle as their household's sole vehicle. In this instance, they may be eligible for one of our vouchers schemes to allow them continued access to the Household Waste Recycling Centres.
As your Land Rover is not the sole vehicle of your household you will not qualify for the exception voucher scheme. You will, however, be able to continue to use either of the households two cars to visit the centres and dispose of household waste. I recognise that your private car may not be your first choice for this purpose, however it is necessary to apply the scheme consistently across the County in line with the formal Member's decision.
Unfortunately the extent of abuse by a small minority of traders who commit fraud by misrepresenting their waste as household waste, costs the Council up to £500k in unnecessary disposal costs. For this reason, changes have been necessary to bring the policies in Kent in line with other Waste Disposal Authorities. As you will appreciate, it is impossible to identify the source of waste visually and for this reason a commercial vehicle ban has been necessary.
Our past experience where Household Waste Recycling Centres have closed for redevelopment is that flytipping has not increased, neither is it higher in other counties with similar policies. Kent authorities have secured a 67% decrease in the level of flytipping across Kent in the past 5 years. If you witness any acts of flytipping please do not hesitate to report the information to us so that we can undertake a through investigation and seek prosecution.
