Or do you save on the downhill sections the extra fuel you use going up?

Bad for fuel economy compared to travelling on the flat. You don't "regenerate" fuel on the downhill.

Never tested this with any accuracy but from my personal experience (I live in a hilly area), I do think that going up and down hills ultimately reduces fuel economy versus being on a flat. You do save when going down (sometimes using none if not using any throttle) but I think you use a hell of a lot going up them.

That's what I'd have thought too but it's not easy to check.

Considering how hard it is to pedal a bike uphill it's not surprising.
