Isn't dialling 112 and reporting it the right thing to do? I'd do it without thinking twice.
I have spoken to him about it and based on what was said I think it would be fairly obvious that it was me who reported him if they mentioned anything at all about them receiving a report of any kind.
I am not concerned about repercussion, just don't want him having a clue. A totally random stop if you like.
Considering making an anonymous call advising of someone maybe abusive and looking too young to drive.
Maybe not though.

He may not be. Benefit of the doubt time - he might have the doctor given him the OK and is just waiting on the DVLA sorting their stuff out....However it is a tricky call OP. If he is a danger to others, you know what you have to do.
