I'm trying to transfer a cherished plate from one of my cars to the other.

The donor car is taxed and MoT'd but the recipient car isn't - its on SORN and has no MoT (off road for winter).

I phoned the DVLA's central helpline to ensure I can do this and they said as long as the recipient's SORN was recent and not the result of cashing in the tax disc then it's not a problem - just write SORN in the box where it asks for the tax disc number. I made very clear the recipient was on SORN and not the donor (I've done it the other way around with donor on SORN no problem).

So as was somewhat predictable the local office who are processing this phoned today to say they are sending back the paperwork as you can't have a recipient which is currently on SORN as "the car is off road, why would it need a plate transferred to it"....not understanding my comment that the SORN was simply a seasonal thing and that I wanted the plate on the car for when it goes back on-road in the spring.

So who is correct? Central DVLA office or the local office?

Recipient car needs to be taxed & MOT'd to receive a new plate. Donor car can be SORN'd but would still need an MOT.

DVLA, licence to print money if you ask me irked

The donor needs to have been taxed and MOTd within the last year, but it doesnt need to hold either currently, unless the rules have been revised recently?

Donor is currently taxed and MoT'd. Recipient was taxed and MoT'd until october, now SORN.

That all sounds right to me. Id suggest going to your local VRO with all of the forms downloaded and filled in along with all of the required documents.

They have far more idea about what theyre doing than some of the people who work in DVLA call centres.

No, the donor has to have an MOT, the V317 states:

The vehicle must be a type that has to have an MOT or GVT certificate

but this is irrelevant as the OP states the donor does have an MOT, it's just the recipient that does not.

Its the local office that has blocked that transfer.

The recipient certainly has to. Sorry OP, I was commenting only on one part of one post.
