What sort of costs would you expect it to cost to get there and back while stoping at most main things.

£500 for a car and one person to the ring, round a bit, and back again, including hotels, assuming you don't blow it up. Obviously if the car is full of people it gets cheaper per person.

Does that involve visiting other things too while on the way?

There isnt a deal on the way! The best thing about Belgium is chips and mayonaise and the Eifel region is relatively empty too.

Spa is in the Ardennes which is sort of the same range of mountains as the German Eifels (about 60 miles away), so you could combine the two, but other than that theres only cheap red wine in Calais/Dunkirk...
