Photo-card driving licences are set to become mandatory in 2015, when paper licences are officially phased out.
Victoria Ford from the DVLA believes the reasons for updating the photograph on your licence is clear.

"Appearances can change and it is important that photo-card licences are updated every 10 years to ensure the police and other enforcement agencies have the best possible photograph to help them correctly identify whether a driving licence is being used fraudulently," she says.

"This helps prevent driving licence impersonation - stopping disqualified and perhaps dangerous drivers taking to our roads."
Do photocard licences prevent disqualified and dangerous drivers taking to the roads?
Or do they have no licence paper or photocard anyway?

Doesnt a photocard licence need a paper licemce too?
Does it help prevent impersonation? or can you do that with or without a photocard?
What are the levels of impersonation?

What do you call this type of speak?

ten year renewal is fine (my second passport (NZ) is FIVE year renewal and costs rather more).
having a photo ID card is fine, very handy when you need it.

whats the beef?

When do you need a photo id card that couldnt be made up in the backstreets anyway?
What is it trying to solve - does it solve it? (Whats the overall cost vs saved)

This is the only country pretty much anywhere in the developed world that doesn't use a photocard as the only driving licence; the counterpart is a bit of a silly anachronism.

The counterpart is much easier to forge than a photocard (anyone with a colour printer could make one "good enough" these days), doesn't have any benefit for ID purposes, and only serves to confuse foreigners at car rental desks.

like any other bit of paper, surely a paper licence will very quickly get tatty and worn and hard to read and god help you if it gets wet?

surely a photocard license which fits neatly in the wallet with all other card shaped things, and has a reasonably up to date photo for identification purposes is objectively better in every way?

please help me understand why anyone would want a paper licence over a photocard? it seems most illogical

Because if you have a photocard you need a counterpart as well, which is paper, gets tatty, etc.

Because a paper licence is valid for 50 years from issue.

A fee every 10 years is collected for a new photo ID licence. So there is some 26 million drivers all paying £10 every 10 years. Yes it may only be £10 to us but overall it's a vast sum of money.

Had mine nearly 20 years it's still as good as the day I got it. Just look after it.

Because a paper licence without a photo is a document with a single function - proof of entitlement to drive, and cannot be subjected to function creep in the way that something with a photo can (e.g. using a proof of entitlement to drive as a proof of address, identity, date of birth, credit worthiness check evidence...). And the paper is cheaper to produce & maintain since it doesn't require updating to cope with changes in hairstyle.

granted, though I havn't got a clue where my paper counterpart is, nor have I ever needed to in the 7 years I've had my license.

I see what you mean about a driving license being re-purposed for other things, but is that a bad thing?

with the exception of those rare times that you have to have 2 forms of photo ID (and when you do need 2 forms of ID, what would you use? I think the only two I have are driving license and passport), I find it very convenient only needing one card that I need to show when asked for ID/proof of age/license and registration etc,

I've just had a quick read of this. It says the paper part of the photo licence will be phased out from 2015 which makes a lot of sense.

Nothing about revoking old style paper only licences - I still have mine and its valid until 2037.

No, it's paper only licences that are being phased out. After 2015 everyone needs a photo licence. The paper bit of the photo licence can't be phased out without a redesign of the whole thing because its needed to record any convictions/points.

A few years ago someone pinched my dad's wallet, and somehow emptied his bank account using his old style paper driving licence as ID. That prompted a family wide upgrade to photocards.

Actually if 2015 has been set for the retirement of the paper licence it's a well kept secret, other than this article nobody else seems to know about it. The authority exists to withdraw all the paper licences and replace them but I'm not convinced that a 2015 date has been set for doing it.

The paper counterpart is being done away with.

The design of the photo-card had already been changed to meet EU requirements.

Anyone who needs to to know details of convictions will have access to them electronically.
