Traffic Light Frequency and Duration ?

Every time I go past here,

I get caught in at the lights, whatever time of day or night, it is a busy B road between Wilmslow and Alderely Edge in Cheshire, I was walking the dog down that road and I counted the duration of the lights, they were on red for 24/25 seconds and on green for about 8, there were cars having to stop for the best part of half a minute, the entrance it covers is an insurance office, and generally there are no cars exiting the place except at rush hour, even so we are talking at best a few hundred movements a day versus thousands.
So, is there something wrong with the lights to give the bulk of the priority to an empty office park, is it done on purpose on to smooth/slow/stagger traffic or something ?
