Optaining information using vehicle license plate?

Further to this thread http://www.pistonheads.com/gassing/topic.asp?h=0&a... the potential buyer in question provided me with the number plates of 2 UK cars he claims to own.
Is there a way I can use these plates to verify the person is who he says he is?

So your buyer is in France claiming tone buying for another Frenchman who doesn't speak French. 2 options:
1. Check askmid for the plates he has sent you, of they show as insured then he has not got them in France so is probably lying
2. Ask for the number of the guy who is actually buying it and send it to me,I'll give him a call for you (I speak French)
