Why do people keep inviting me in to their braking space?

Noticed this more and more often. Probably something that's evolved from middle-lane "safety driving"....
On a motorway, I'll be in Lane 1, with a slower vehicle in front.
Looking in the mirrors I can see antoher vehicle in Lane 2.
Land 3 is empty.
I indicate to overtake the slower vehicle, giving the driver in Lane 2 ample time to either move in to Lane 3 or make haste and get past so I can pull out.
But no, what happens more and more is they'll slow down, match my speed then sit there, in Lane 2, flashing their headlights to let me out, which would put me less than a car's length in front of them.
Anyone?
Just move over to Lane 3 you fkwits.

It's quite frustrating. It's got so bad that I hardly feel nervous about passing in lane 1 any more; it seems they know that I'm there but just want to stick in lane 2 because it's best.
