Probably not, no.
I have a Panda Multijet, so it's the 75bhp version of the Corsa engine, and while it's no rocketship off the line (which I couldn't care less about) it has plenty of overtaking ability (which is hugely more relevant to everyday motoring).
Once moving, it has a surprising turn of pace. (And rarely does less than 55mpg!)

To be honest, you should be asking for the 'least slow' turbo diesel. I think you'd be better to look for something bigger or a small petrol turbo if you need a good 0-60 time (which you probably don't really). It is actually quite difficult to mix purchase price and performance with really good fuel economy (which a small diesel should give you)

But back to the op, why a 1.4? It's not like that has much bearing on anything other than being relatively gutless.

The fastest 1.4 turbodiesel I have found so far doesn't crack 10s to 60mph, it's a 2006 Toyota Corolla D-4D 125, at 10.4s.
