In this instance the van has been found to be unregistered, untaxed and uninsured.
Its written there, in black and white.
Who are we to disbelieve it?
Of course an unregistered vehicle will show up as having no tax or insurance. Mainly due to the lack of registration number.

If I use trade plates to cover me for road tax on an unregistered vehicle it's taxed but doesn't show on any database. My trade insurance will cover me but the vehicle won't show on any database.
Therefore, contrary to what you said, an unregistered vehicle does not mean it is untaxed and uninsured and should not be used on the road.

If you wish to think that the fact that a vehicle is unregistered means it is also untaxed and uninsured you carry on.

Trade plated cars can't be left on the road (for the purposes of the law a public car park is the road), so yes, this vehicle would have been untaxed and uninsured even if it had a trade plate on it. You carry on though.
I drove into Heathrow airport and parked up in one of the short stay car parks recently and on returning to my car noticed the reg plates had been half inched. At first I thought it might have happened there but of course realised. Why would someone be so stupid to chose one of the most security conscience places on the planet to nick stuff?
I called the police and eventually found out via ANPR that I had entered the area plateless, they had been stolen from my driveway. :O I hadn't noticed, just jumped in my car and drove off. Cops didn't seem fussed at all that I had to drive home with no plates and didn't even tell me to get them replaced pronto just gave me a crime #.
