21 year old girl just passed her test.

She is added to friend's policy (friend is female, 19 and car is a Ford Focus 1.6 auto).

Adding her as a new driver cost an additional £19 per month on friend's policy - does this sound right?

It sounds far too cheap to me!

19 year old with some driving experience - 21 year old with minimal driving experience.

Probably not too far apart in terms of risk, so she could be paying a fair amount already.

Experience is more important than age - as I found last year as a 28 year old with zero no claims... frown

Buy an old merc was the cheapest way to insurance in my case...

Sounds typical - adding my 21 year old provisional licence holder girlfriend to my policy cost £0.00 - and I'm a 23 year old male with a colourful history

If it's any consolation, it cost me £100 less to add my dad to my policy (3 series). I'm in my 30s, have been driving since 17, yet have no no-claims bonus as my last car was in my wife's name.
