Hood up while driving

I see a load of young chaps driving with their hoods up. Is this as dangerous as it appears? Surely it restricts the view from the side??? Or do they not care?

Me too. As long as it's not pulled all the way forward it doesn't affect your line of sight at all. Hopefully it also means no one will cut me up as they think I might stab them
