Middle lane hoggers

So, in September of last year there were a raft of new laws introduced, the most interesting of which to me was the one regarding middle-lane hogging.
Driving home tonight at 7pm up the M1 from Staples corner as I do most nights, sat at 80 in lane 1, I couldn't help my think to myself, the legislation hasn't changed a damn thing.
I did think at the time that there were (and still are) insufficient trained traffic officers to enforce the existing laws, let alone additional ones, but still a little part of me hoped that people dawdling in lane 2 when lane 1 was clear, or idiots burning other's retinas with fog lights on 2 days after the fog had gone, would meet with some justice.
Has anyone seen (or heard) first hand of these violations being enforced or are they the widespread bulls
